Should your Government see its way clear

to bring this matter to the attention of the Czecho- slovak, French and German Governments and once more to the attention of the Belgian Government, I should be pleased to instruct the representatives of this Government in Prague, Berlin, Paris and Brussels

to cooperate with their British colleagues with a view to achieving that degree of uniformity in the regula tions of the several governments which is necessary to accomplish the purposes on which your Government and this Government are in substantial agreement as indicated by our previous correspondence on this subject.
